Just below the waist they release and that is how the fuller lower portion of the dress is created

It appears to have never been worn and it is in fantastic condition

Here we see 4 variations of the dot used to maximum effectiveness. The top portion of the dress is a solid black and sleeveless. This balances out the skirt which is full and to the floor. The original belt holds the 4th dot and I love how they graduate in size and density from the belt to the final
